What is Public Private Partnership ?
A public-private partnership is a collaboration between a government agency and a private-sector company to finance, build, and operate projects such as public transportation networks, parks, and convention centers. A public-private partnership can help a project be completed sooner or even make it possible in the first place.
It exits when public sector agencies (Federal,State ,or local ) join with private sector entities (companies, foundations,academic institutions or citizen ) and enter into a business relationship to attain a commonly shared goal that also achieve objectives of individual partners.
Public Private Partnership (PPP) in Bangladesh
In August 2010, the Government of Bangladesh issued the Policy and Strategy for Public Private Partnership (PPP) to facilitate the development of core sector public infrastructure and services essential to the people of Bangladesh. The PPP program is part of the government's Vision 2021 goal of ensuring a more rapid, inclusive growth trajectory and better meeting the need for enhanced, high-quality public services in a fiscally sustainable manner.
Public Private Partnership (PPP) models :
BOO: The private sector manages the infrastructure belonging to this model on build -own -operate basis.Government usually does not manage the infrastructure developed under this model. At present Independent Power Produces (IPP) are operating under BOO model in Bangladesh.
BOT : The private sector manages the infrastructure belonging to this model on build ,oparate, transfer basis.According to this model The private sector manages it until a specific time after which the government is responsible for management.
BOOT : This is an extended version of the BOT model. Under this model the ownership and management belongs to the private sector until a specific time.After expiry of of the tern ,ownership and management is transferred to the government.
